Learning for the first time

Hello, I am an immigrant and learning to drive for the first time in my life. Can anyone tell me what I need to do to initiate the learning process? I can not afford to go to a driving school as I am a stay-at-home mom. I thought of hiring a lady driving instructor and pay her about $70 dollars as that is all I have.
